Top USDA Assistance Programs by Total Dollars Paid Out

The USDA administers dozens of financial assistance programs, but a handful account for the overwhelming majority of total dollars. Looking at the cumulative distribution since FY2001 reveals which programs are truly load-bearing in the agricultural safety net.
The top tier: commodity and conservation programs
At the top of the cumulative payment rankings across the SubsidyLookup dataset, you'll consistently find:
- ARC/PLC and predecessor commodity programs (CFDA 10.170 and related) — the core commodity safety net, generating billions per year in most years
- Conservation Reserve Program (CFDA 10.069) — steady annual rental payments across 20–25 million enrolled acres
- EQIP (CFDA 10.912) — conservation practice payments on working land, increasingly large in recent years
Disaster program variability
Disaster programs (LFP, ELAP, LIP, NAP, ERP) show up prominently in specific years but lower in cumulative rankings because they depend on qualifying weather events. A single severe drought year can generate more LFP payments than a normal year produces in commodity payments for the same region.
Loan programs
FSA loan programs (farm operating, farm ownership, emergency loans) appear in the USASpending data and SubsidyLookup as financial assistance, but the disbursement amounts are offset by repayments that also appear in the data as negative amounts. Net loan totals are lower than gross disbursements.
